8月25日、金融市場が注目していたカンザスシティー連銀主催の年次金融シンポジウム・ジャクソンホール会合でパウエルFRB議長が講演した。25日の金融市場では、国債利回りが上昇し、株式市場は講演直後こそ下落して反応したが、イベントを無難にやり過ごしたことで、買戻し圧力が強まり、前日比ではプラスで引けた。為替市場では、ドル金利の上昇を受けて、ドルが上昇した。
気になる講演内容は？
パウエル議長は、現在のインフレ状況について、「インフレ率は急速に上昇が加速した局面からは低下してきており、喜ばしい展開だ」とした。FRBによる金融引き締めの効果に加えて、パンデミック後に起きたサプライチェーンの混乱や輸送制約が改善したことで、物価上昇圧力が緩和したことを要因として指摘した。ただこのところ、インフレデータは改善してきているものの、インフレ率の上昇ペースは「なお高過ぎる」と見ており、「インフレ率がFRBの目標である2%に向けて持続的に低下していると確信できる」までは、金融政策を景気抑制的な水準に据え置く考えであることを明言した。また、このプロセスは「先が長い」ものになると述べ、楽観的な見方を戒めた。
米国経済については、国内総生産(GDP)と個人消費関連の統計は、力強く堅調であることを示しており、FRBが想定したペースでは沈静化していない可能性があると述べた。実際、4-6月の実質GDPは、前期比で2.4％増(年率換算)で事前の予想を上回った。ただ、パウエル議長も指摘した通り、潜在成長率を上回るペースで経済成長が続いた場合は、インフレ圧力の改善傾向にもリスクとなる可能性があり、この場合にはリスク管理の観点から。金融政策を一段と引き締めすことが正当化される。
今後の金融政策ではフリーハンドを維持
また、今後の金融政策について、パウエル議長は「今後の会合において、入手可能な統計データとそれに基づいた見通しをもとに、リスクを精査しつつ、慎重に政策を進める」と語った。今後のFOMC会合では、政策金利を据え置くこともありうるが、必要ならば追加利上げに動く用意もあると、両睨みの姿勢であることを示した。これは、インフレ減速の道筋が見えない、あるいは雇用市場が引き締まりすぎるなど、FRBにとって看過できないリスクを管理することが「極めて重要」な段階になったとの意味合いであろう。FRBは、2022年には金利の引き上げ幅もペースも積極的に利上げを実施してきたが、現在は明らかにペースダウンしている。金融政策の判断には、より慎重で、熟慮が必要な段階に入ったといえる。今後は、政策金利をどの程度の期間、景気抑制的な水準で維持するかに議論の重心が移ると筆者は考えている。
利上げはあと1回までか
年内には、９月・11月・12月に3回のFOMC会合が予定されているが、シナリオとしては、9月はなにもせず、11月または12月に1回の利上げ、または利上げが1度もないということになるのではないか。
ジャクソンホール会合前に、急浮上していたインフレ目標の引き上げについては、そうした観測を一蹴した。FRBは「現在、そして今後も」、インフレ目標を2%とすると言明した。目標そのものを変えてしまっては、当局への信頼感を損ねる恐れさえある。妥当な判断であると評価する。
