欧州中央銀行(ECB)が0.50％幅での大幅利上げ実施
ECBは7月21日、0.50％幅で利上げを実施することを発表した。2000年以来となる大幅な利上げで、これにより政策金利は0％から0.50％に、ECBが預金に付利する金利はマイナス0.5％から０％となりマイナス金利政策を脱する。
0.5%の利上げはECB当局者らが事前に示唆していた利上げ幅である0.25％を上回る。予想を上回る利上げを実施した背景には、インフレ率が高進しているという現状がある。リセッション(景気後退)さえ、懸念される環境下ではあるが、インフレ率を抑えることに優先順位を置くスタンスを明確にした。
ECBは、また、ユーロ圏国債市場の分断化を阻止する国債の買い入れ策も発表した。イタリアなど、信用問題を抱える南欧諸国の国債は、市場から敬遠されるために、利回りが上昇しがちで、借り入れコストの急上昇がたびたび起こる。これを阻止するために、ECBがこれらの国の国債を買い入れる枠を設定した。
筆者も、0.25％の利上げを予想していたが、大幅な利上げを判断した理由は、インフレ抑制に早く取り掛からなければ、結局より大幅な利上げに追い込まれるとの危機感が強まったことが考えられる。ECBの理事会は意見が割れたが、クレジット状況の弱い国を支援するための『分断化阻止策』を抱き合わせた形で、大幅な利上げに反対する意見を押し切ったものと考えられる。
イタリアは総選挙へ
イタリアのマッタレラ大統領は、21日、議会を解散し、総選挙を９月25日に実施することを発表した。ドラギ首相が21日午前に同大統領に辞意を表明したことを受けて、決断した。イタリアでは、ユーロ圏同様に記録的な高インフレと景気減速により、ドラギ政権に対する不満が高まり、政局不安に陥っていた。マッタレラ大統領は、インフレやエネルギー危機、ロシアによるウクライナ侵攻の影響に対応する必要があり、重要な政府の活動を一時停止させることは許されないとして、暫定政権に協力するよう各党に要請した。ドラギ氏は新政権発足までの間、暫定政権を率いる。
総選挙が実施されてもイタリアで新政権が早期に成立可能かどうかは不透明である。最近の世論調査でば、メローニ党首率いる右派政党「イタリアの同胞(FDI)」を中心とする中道右派勢力が支持率でリードしている。ただFDI単独で多数を占めるとは考えにくく、右派を含めて中道勢力での連立協議には時間を要することが懸念される。イタリアは、欧州連合(EU)からの欧州復興基金からの資金約2,000億ユーロの支援実施に必要な改革に待ったなしの状況である。課題は山積みであり、政治の空白期間は許されない。
